Ecological and ethical principles FOR confIrminG fOundation OF hydrotechnical constructionS

 

     The increase of anthropogenetic impact on the environment is caused by human needs. Pure water supply is an essential question. Notwithstanding the fact that many regions in Russia have rich surface and artesian water, unfortunately it is very difficult to predict all the ecological consequences of hydrotechnic constructions.

 

     Usually mathematical simulation methods are used for hydraulic constructions without any adequate analysis of natural conditions. The population needs as well as a passion for mathematical computations move aside ecological and ethical principles for confirming foundations of hydraulic constructions.

 

     The leasing of construction of the South Water-Supply System in Moscow and some towns near Moscow is realized. It will be a very large hydraulic construction (1000 thousand m3 melioration a day). For example, the entire using of artesian water in Moscow region is about 2500 – 3000 thousand m3 a day.

 

     For estimating artesian water methods of mathematical simulation have been used. A lot of constraints can be made to the natural model basis. They can cause big mistakes of the predicted results. The biosphere Reserve Park is located in the impact zone of the withdrawal – water (about 3600 km2). The withdrawal-water construction can lead to decrease of the Oka River ground water inflow, spring yield reduction and other changes in the biosphere Reserve Park. Taking into consideration very serious consequences we believe that an additional confirmation of hydraulic foundation is necessary.
