ANALYSIS
OF THE FUND OF THE MOST VALUABLE AUTHORS OF GEOLOGICAL SCIENTIFIC AND TECHNICAL
PRODUCTION
Scientific and technical production (STP) is created
by the stuff members of more than 200 organizations forming the system of the
Geological Survey of the RF Ministry of Natural Resources. Creation of STP most
frequently requested by other organizations including those from adjacent sectors
- and such organizations account for about 30% of the total number of all
organizations that request geological STP - takes on special significance in
current economic situation in Russia.
Revealing and research of such STP created within
the Ministry's Geological Survey is carried out using, amongst other
mechanisms, automatized system of analysis of STP request frequency, which is
currently being used in VIEMS.
In addition to its function of supporting managerial
decision-making to coordinate geological research, this system helps get lists
of chiefs of scientific-and-technical research ranged according to the number
of requests for the research results.
Upon the results of scientific-and-technical
research, it's been revealed that 1990-1999 saw the request for the reports
compiled by approximately 10,000 chiefs of the research. Despite the fact that
more than 200 organizations submitted their reports, STP from only 50 of them
was most frequently requested. Among these 50 organizations, scientific-and-technical
institutes (STI) accounted for 50% of the total number of the Ministry's
geological STI. The above-mentioned STI are characterized both with high
frequency of requests for the results of their research and significant values
of such science-metrical indices as documents demand and request ratios and
impact factors.
While ranging those who carried out the research by
the number of requests for their reports within 5-500 request interval, it's
been revealed that their number slightly exceeds 500, which is about 5% of the
total number of chiefs of scientific-and-technical research in the field of
geology and subsoil use. Obviously, these experts who create STP most
frequently requested by other organizations including those from adjacent sectors,
form the group of the most valuable authors within the Ministry. These authors
should be looked after with care and their number should be increased despite
all reorganizations of the structure both within the Ministry and the
organizations under its authority.
